What is TAP?
Act 501, "The Telecommunications
Access Law," was signed on March 1, 1995. It
provides for a program to loan telecommunication
equipment to eligible individuals. The program
serves Arkansans who are deaf, hard of hearing,
deaf, blind, or speech impaired; and was amended by
Act 530 in 2001 to include individuals who have a
visual, physical or cognitive disability that
impairs their ability to effectively access the
telecommunications network.
Who can participate?
To be eligible to participate in the program (in
general), an individual must:

Be a full time resident of the State of
Arkansas.

Be an individual (not a business, school, or
other organization).

Have a certified disability that prevents them
from accessing the telecommunications system
without the use of appropriate assistive
technology. (Who can certify?)

Have phone service within the residence.

Agree to comply with program rules.
What type of equipment is available?
Examples of the type of equipment available through
TAP include, but is not limited to, the following:

available. TAP staff will provide assistance in
selecting the equipment that works best for you, if
requested. Staff will also provide training on
the device you select to insure you receive the full
benefit from its use.
How do I access the program?
You may access the program by filling out an
application form and submitting it for approval.
